The work owes its origins to a short course of lectures delivered at the London School of Economics in 1939. It presents in broad outline the theory of economic policy which underlay the attitude to the practical problems of their day of the leading English Classical Economists, including Hume, Adam Smith, Bentham, Malthus, Riccardo, Robert Owen and J. S. Mill. Baron Lionel Charles Robbins (1898-1984). Robbins, a free market economist was a prominent academic member of the LSE and was responsible for the development of the modern university system through his chairmanship of the Committee on Higher Education (Report 1963)
